Regulations for Internet Use in Dortmund University Library

Users
Internet use in the University Library of Dortmund is a service provided solely for users as specified in the library regulations (cf. § 1 General) and solely for research, teaching, study and academic work.

Responsibilities of Users
Users must use the internet legally and responsibly. We would like to point out that the following actions are punishable offences by the German penal code (Strafgesetzbuch StGB):
- spying data and passwords (§ 202a StGB)
- unauthorised tampering with (changing, deleting, blanking, or disabling of) data (§ 303a StGB)
- disseminating propaganda material of unconstitutional organisations (§ 86 StGB) or disseminating racist ideas
- disseminating pornography online (§ 184 [3] StGB)
- accessing or being in possession of child pornography (§ 184 [5] StGB),
- defamation of character, libel, slander (§ 185 et seqq.)
Users are liable for infringements of copyright and licensing law.

Rights of the University Library of Dortmund
- The University Library of Dortmund can disable access to services which infringe upon stipulations of data protection law, upon the law for the protection of minors and upon German penal code (Strafgesetzbuch StGB).
- The University Library of Dortmund and the University Computer Centre (ITMC) can, in case of infringements of the law, consult the access protocols generated by network monitoring as evidence.
- Misuse of the internet in the University Library of Dortmund may result in the user being banned from further internet use. The University Library of Dortmund reserves the right to claim damages caused by a user.
- The University Library of Dortmund may restrict the duration of or terminate internet use on library workstations.

Information on the use of electronic media of Dortmund University Libary
- The use of electronic media (E-Books, electronic journals and databases) of Dortmund University Library serves the group of people specified in the library regulations (cf. §1 General) for their own research, teaching, study and academic work. In this connection the copyright law has to be observed, in particular §53 UrhG.
- Databases are to be accessed only by the user interface supplied by Dortmund University Library or the provider. Crawling software tools to harvest data are prohibited. If you need larger amounts of data, e.g. for research projects, please contact your subject librarian or directly the provider of the respective electronic media.

Additional Regulations
- The University Library of Dortmund is not accountable for the quality, operability and inoffensiveness (e.g. non-corrupted by computer viruses) of accessed data. The University Library is not liable for damages which may occur as a consequence of exporting corrupted data to users' USB devices, computers, etc.
- The University Library is not liable for consequences arising from users' activities on the internet, e.g. financial liabilities incurred by ordering goods or using services online. In doubtful cases, the access protocol mentioned under 3 b can be consulted.
- Data are transferred via insecure connections. Please keep this in mind when using services where you have to provide personal information such as credit card information or passwords. The University Library of Dortmund is not liable for misuse of personal information by third parties.
- By using our internet workstations, users agree to observe the Rules for the Use of Internet in the University Library of Dortmund.
- Users must on request be able to prove their affiliation with the University Library of Dortmund (library card). Users must comply with instructions from members of staff.
